ARLINGTON, Virginia -- New Arlington County Board Chairman J. Walter Tejada stressed broad initiatives on affordable housing, public health and inclusiveness of immigrants — legal and illegal — as he began his term Tuesday, while other board members warned of a budget crunch ahead.
