Former New York Mayor Rudy Giuliani: People already here should be eligible for legal status subject to proficiency in English, but should be in line behind those who already have applied for permanent residency status. Favors a border fence, modern technology to patrol the border, tamper-proof ID cards and a database to track immigrants.

Former Arkansas Gov. Mike Huckabee: Favors allowing illegal immigrants to apply for legal status if they pay penalties, get guest-worker permits, register with authorities and wait behind those already in line. Backs guest-worker program for farm labor. Opposed banning state services for illegal immigrants when he was governor.
