JACKSONVILLE, Florida -- Two Jacksonville house framers received probation Tuesday for their roles in a fraud scheme that involved using illegal aliens to avoid payroll and other taxes.
John A. Morgan, 63, and Christopher Kemp, 40, both received three years of probation to include five months of house arrest after a prosecutor vouched for their cooperation and remorse. They had faced up to 21 months in prison under federal sentencing guidelines, U.S. District Judge Henry Adams said.
