Houston, Texas -- The man who allegedly shot HPD Officer Rodney Johnson was in the country illegally, and Houston Police Chief Harold Hurtt says the federal government shares some of the responsibility for his death.

Juan Leonardo Quintero is a Mexican national who was deported after he was found guilty of a felony crime. But his common-law wife says he continued to come back and forth across the border to Houston undetected.
