Seattle, Washington -- Three men were indicted Tuesday in a scheme to provide driver's licenses to Brazilian nationals who had originally failed the driver's license tests.
Zagari Shunta Moore, 37, of Federal Way and Mauro Martins, 45, of Kirkland were formally charged with conspiracy to commit document fraud by a federal grand jury at the Federal Courthouse in Seattle.
