CHARLOTTE, North Carolina -- Lobbying for President Bush's embattled immigration reform proposal, Labor Secretary Elaine Chao told a group of Charlotte business leaders Monday that the White House plan offers a "rational middle ground" on the contentious issue.
Republican congressional leaders have said a reform bill that offers illegal immigrants already in the country guest worker status and a path to citizenship -- as Bush supports -- is not likely to pass this year.
