CHARLESTON, West Virginia -- An illegal alien from Jamaica is behind bars, and deputies say he may be the man heading up a local drug ring. Police arrested Peter Evans Saturday in a drug-buying bust. They say Evans was the coordinator of a drug ring importing large quantities of marijuana from California to sell in Charleston.
