SAN LUIS RIO COLORADO, Son. — Local, state and federal authorities in Mexico are working together to coordinate new "surprise" checkpoints at highway exits that lead in and out of this border city, the city's sub-police chief said.
The checkpoints are part of a plan announced by Sonora Gov. Eduardo Bours and Arizona Gov. Janet Napolitano to beef up security in tourist areas.
But local officials say that the Napolitano-Bours policy doesn't sufficiently address the problem of human and drug trafficking on the border.
