WASHINGTON -- If Herndon, Va., moves forward with a plan to establish a formal day-labor site, it could face a lawsuit.
The group Judicial Watch says it may sue if taxpayer money is used for the project. Judicial Watch says it would be a misuse of the money because some of the laborers are in the U.S. illegally.
