Former INS boss leads new agency

Garcia was born in Torreon, in the Mexican state of Coahuila.

His parents crossed the Rio Grande illegally to work at a Fabens farm, he said, and he was himself smuggled into the United States by his grandmother when he was 5.

A year later, the family was found out and deported. They returned later with documents. After fighting in Vietnam, Garcia returned to El Paso to become an American citizen 1969, he said.

He then joined the Border Patrol and later the INS. He had been INS district director in El Paso since 1995.
