The situation was getting out of control.
Scores of Hispanic men looking for work were gathering at the Buckhead Home Depot, hoping to catch the eye of contractors shopping there. Company officials grew concerned about the safety of customers and of the men in the parking lot jockeying to be hired.
But they didn't call the cops or shoo the laborers away from the Sidney Marcus Boulevard store.
