His tone was less conciliatory during the campaign, when he told audiences that he planned to break up the "old boy network," a reference to the view among many of his black supporters that the county has long been dominated by white businessmen and political insiders.

That view also resonated among his supporters in the immigrant communities. "In concrete terms, the people from the Third World, the people with dark skin, did not have the same opportunity in the county that the immigrants from Europe had," said Donald Bridgeman, the Caribbean-born chair of the Multi-Cultural Alliance. "We're expecting the same opportunities."
