Would Virginia be any safer if it denied driver's licenses to people who cannot prove they are legally in the United States?
The Department of Motor Vehicles says no.
The attorney general says yes.
The Secure Virginia panel - charged by Gov. Mark R. Warner with improving homeland security against acts of terrorism - has not been asked and is not saying.
